The surest way to see if the pet cock is effectiely letting fuel by it is to turn the petcock to "run"; drain the carb bowl; put the screw back into the carb bowl; switch the petcock to prime and try to crank it up; switch the petcock back to run; pull the plug on the carb bowl again. If fuel comes out, you most likely don't have a petcock problem.

I had a similiar problem a few weeks ago and thought that it might be the petcock, or something in my carb. Turns out that it was my nearly new spark plug. I changed it, charged up my weak battery, and everything seems to be fine now.
